They are joined in the Hurler of the Year category by Cork goalkeeper Anthony Nash while Banner teammate David McInerney is in line for the Young Hurler of the Year award.
19 year-old Kelly from Ballyea has been in sensational form this season, having only made his senior championship debut last year against Dublin in Cusack Park.
21 year-old teammate Collins is from the Cratloe club. He made his senior bow for Clare in the championship against Waterford in June 2012 but established himself this season in the starting line-up.
Defender McInerney is a 2o year-old from the Tulla club. He was only handed a starting jersey in a senior championship tie for the first time when Clare played Waterford back in June this season.
Nash is the only non-Clare player in the running for a Hurler of the Year award. The 28 year-old made his debut for Cork in 2007 but really made his name last year when winning an Allstar award and he has excelled again in 2013.
The awards will be made on Friday November 8th at a banquet in Croke Park.
