The men allegedly took bribes from a sports marketing company in the 1990s.
Panorama reports that the bribes were among 175 payments of $100m in total.
Last month, the Sunday Times published an article claiming that two senior FIFA officials had offered to sell their votes for the 2018 contest.

Neither FIFA nor the three men named in the Panorama report have responded to the allegations. FIFA’s executive committee is to vote on Thursday for the hosts for the 2018 and 2022 events.
