Belfast native Caldwell, 29, moved to the Rec in 2011 after rising through the ranks at Ulster.
Now he joins fellow Ulstermen Gareth Steenson and Ian Whitten in Devon.
“Steeno and I are good friends from back home and we played a lot together as youngsters,” Caldwell said.
“I also know Ian Whitten from my time at Ulster, so it’ll be good to have a few friendly faces to welcome me in when I join up with the rest of the guys.
“The team spirit you can see is great down at Exeter and it comes through so often in their performances on the pitch.”

IRISH INTERNATIONAL SECOND-ROW Ryan Caldwell has signed a one-year deal with Aviva Premiership side Exeter Chiefs.
Caldwell, who was capped twice by Ireland in 2009, leaves Bath Rugby after three seasons and more than 50 appearances.
“Ryan’s been a great character and squad member for us,” Bath head coach Mike Ford said.
“We’ll miss him around the place.”
