Nottingham Forest’s Ward opened the scoring after just 87 seconds before Washington doubled the hosts’ advantage in the 33rd minute, keeping a cool head to slot the ball through Rune Jarstein’s legs.
Norway did have their chances, not least when Havard Nordtveit’s free kick drew a fine save from Michael McGovern.
But Lars Lagerback’s first match in charge was to end in defeat, leaving Norway stranded in second last place, seven points behind Northern Ireland.
