A Mark Poland goal on 70 minutes ultimately secured his side a hard-earned two-point victory.
It was a frustrating night for Armagh, who also had Robbie Tasker sent off.
The hosts had enjoyed an encouraging start to the game and took the lead thanks to a Kevin Dyas goal, which helped them establish a 1-3 to 0-3 half-time lead.
Poland then scored to put Down very much back in the game, before a Tony Kernan goal restored his side’s advantage.
The match changed, however, when Tasker was dismissed for an off-the-ball incident, meaning Armagh had to play the final 13 minutes of the game with 14 men.
And the extra man made a difference, as Poland’s late goal won it for Down.
Armagh: P McEvoy; A Mallon, C Vernon, P Hughes; M Shields, C McKeever (capt), C Rafferty; S Harold, E Rafferty; B Mallon, K Dyas, T Kernan; J Clarke, S Campbell, R Tasker.
Down: S Harrison; D McCartan, P Turley, D O’Hagan; R Boyle, A Carr, C Garvey; K McKerman, R Mallon; D O’Hanlon, M Poland, J Johnston; D O’Hare, N Madine, C Maginn.
