The 63-page report said there were discrepancies in the evidence Cole offered to support his team-mate during a four-day hearing before an independent panel last month.
Cole later deleted his tweet and apologised both publicly and personally to FA chairman David Bernstein.
An FA statement this afternoon said: “Chelsea’s Ashley Cole has been fined £90,000 after he admitted an FA charge in relation to a Twitter comment which was improper and/or brought the game into disrepute.
“Cole, who had requested a non-personal hearing, was also warned as to his future conduct.”
Earlier on Thursday, Terry confirmed that he will not appeal his own four-match ban and £220,000 fine for racially abusing QPR defender Ferdinand during a Premier League game in October 2011.
