By a forward definitely but I remember Kearney & Sexton scoring huge drop goals. Sexton for leinster in 2009 was a clutch score.
Also remember foreign full back Ciaran Clarke of Terenure scoring a drop goal from about 60m in Lansdowne. It went at about 15 feet the whole way like a scud and then knocked an ad hoarding out. He caught it fairly well.

I think all positions should be able to kick a rugby ball not only the backs.

In the provinces it appears to be a latent skill set. With halves under pressure from fast line speeds would like to see those that can kick, be encouraged to do so. When a halves boot is out if form, a forward or outside back with a big and accurate boot could be a very potent weapon.
To be honest, I don’t think it would be much use for a forward to practice kicking. They should be in there clearing out the ruck, not standing back in the pocket waiting for the ball to be given to them. All backs should be decent kickers though which is not always the case.
Conservative rugby plays are predictable. With the advent of video analysis conservative rugby makes a target for the opposition out of a half decent kicker. If a forward can drop a goal, kick through or over head chip better than most of a backline, then being discouraged is wasting a potent attacking option.

John Eales dropped a goal to beat the all blacks, and he was a lock. His nickname says it all ‘no body ‘ because nobody is perfect.
This moment will always go down in history for me. The Tahs needed a 4 try bonus point win and only had 2 tries with a couple of minutes left to get to the semifinals of the super 12 back in 2003.
Matt Dunning has a drop at goal obviously to miss so to get the scrum from of an advantageous position. He didn’t expect to hit this beauty but ultimately cost his team a playoff spot……..

I remember Reggie Corrigan attempting one in a pre-season friendly for Leinster some years ago.
