The 23-year-old, who can operate at left full-back or on the wing, joins the Premier League new boys from relegated Hull City on a three-year deal.
The Canaries have been long-time admirers of the former Manchester United youth but Tigers boss Steve Bruce branded their initial £3 million (€4.25m) bid as “embarrassing”.
However, they returned with an offer reported to be in the region of £7m (€9.9m) and it was accepted before the Dubliner agreed personal terms.
“He’ll be an absolutely perfect fit for us,” said Norwich manager Alex Neill. “Hopefully he can go on and show everything that we think he’s capable of.
He’s dynamic, he’s got good energy to get up and down the pitch, and he’s got a fantastic left foot which makes him a real danger at set-pieces. He’s got a lot of things in his locker.
“It gives us good competition down the left side. He’s got good pedigree and he’s still young so he’s got his best days ahead of him, so we’re just really happy that we’ve managed to get it over the line.”
Brady will team up with international team-mate Wes Hoolahan at Carrow Road.
